IDE is a non-profit think tank dedicated to shaping higher education policy.

IDE is a non-profit think tank dedicated to shaping higher education policy, offering expert support to institutions, and connecting both domestic and international experts.
Based in Zagreb, Croatia, IDE has been at the forefront of higher education policy development since its founding in 1999, establishing itself as a leading organization in Croatia and Europe for advancing higher education policy. For more information on our work, visit www.iro.hr.
IDE has emerged as a leading force in advancing policies that address educational inequality and promote social inclusion in higher education.
IDE’s leadership continued with the successful co-chairing of the BFUG Working Group on Social Dimension (2021-2024), which culminated in the adoption of Indicators and Descriptors for the Principles of the Social Dimension by EHEA education ministers in 2024.
One of IDE’s major achievements in Croatia was its successful advocacy for the National Action Plan for the Social Dimension of Higher Education (2018-2021 and 2023-2025).
Additionally, IDE manages the Croatian national portal on scholarships and has been organizing the region’s largest festival of studying and student life, EduFest, every year since 2005.
IDE and social dimension
The Institute for the Development of Education (IDE) has emerged as a leading force in advancing policies that address educational inequality and promote social inclusion in higher education, both in Croatia and across Europe.
In the period from 2018 to 2024, IDE provided expert support to the Bologna Follow-up Group (BFUG), co-chairing the BFUG Working Group on Social Dimension.
IDE played an important role in developing the Principles and Guidelines for Social Dimension, a strategic document adopted in 2020, aimed at helping 47 countries in the European Higher Education Area (EHEA) improve their social dimension policies.
